Titlebar icon and text position

hello, i have a little problem with skin im trying to make.
since i am recreating "half aero" skin from Longhorn 4039
i had to make titlebar borders higher than standard Windows OS use.



so in skinstudio (i use 5 but get same result in 6) under
Window Borders -> Titlebar text -> Content Margins i set value of 7 for Top margin
and Skinstudio 5 shows in preview of skin that Titlebar text has been moved down
which is my goal.

but when i save changes and reload the skin, text doesnt go lower at all.
and this is big issue for me mainly when app's are maximised because they look like this:



so where do i then set rule for this titlebar text and icon to go lower ?

also same applies with titlebar buttons (min,max,close)
all margins set to 7 and as you can see in this preview picture
they are all lowered in "prewiev"



but in restored window state they are not lowered:



and on maximised state they are as text also out of screen (all the way up)

anyways i found in skinstudio6 to fix button problems.
but titlebar text still stays as problem.

in SKS i choose option to Verticaly allign on Bottom
but Wblinds (6.02) ignores it.

so any tip on how to bring titlebar text more down if its even possible would be apreciated.

Content margins adjust the text alignment.
