Trade the alliance tech to the other race, then the alliance option will become available.

Hi!
i have traded it, but the alliance does not show up anyway.

You also need relations to that civ to be "close" in order to be able to establish alliance. Until then this option will not show.

Well, its the altarian republic, so it is as close as it gets i believe?

Nope, you have to have close relations. Or 7 + total in the report.

okey, i only have 5+ in the report. And giving away planets and stuff doesnt get it any better it seems.

I prefer to play with tech trading off so this was really annoying last game I played. I had close relations with the Yor, Krynn, Drengin, and Korath (was Terran myself) but was never able to make one alliance. Heck, I had *twelve* +'s and no -'s with the Krynn - best relation I have seen to date.

You cannot bribe them to give you a 'Close' relation status. It comes by staying Friendly for a long time, until they randomly upgrade you to Close. Their's nothing you can do about it.

The wiki claims that giving aid when they ask for it while at war helps. I haven't seen this in action, though.

I haven't got a methodical analysis, but in my experience across DL and DA, giving stuff does help if the gifts are valued by the recipient (how AIs value trade items is a whole 'nother kettle of beans, however ;p ).

But it also helps to have a strong military rating. If you're courting a civ and your military is among the weaker ones, you might need to take a long time to get Close or it might not happen at all.

Yups, getting them into a war (preferably by making someone else attack them, rather than the other way around) and then joining in/sending aid when they ask for it, can do wonders for your relation...
