What version of WB and can you send us a screen? Better yet can you send that in to support@stardock.com?

If you could name so of the skins I could tell you exactly, but as a rule, at the screen edge of taskbar most are cut-off when have single height taskbar, drag taskbar to double height and you will/should see full orb start button. I have seen some cut off due to use of oversized start button not being properly done by the skin author. Some others I have seen are cut-off at top and bottom of taskbar, these are designed this why by the author.

Post a link to a skin with this issue or post a screenshot here.

I get this as well with Ironjer's AeroGlass. I place my taskbar at the top of the screen though...I know, strange.

Nonetheless, is there a way to code or force a graphic (in this case the start button) so that the layer order is always on top? Seems to me that would alleviate this issue.

With this skin the cause is a poorly done oversized start button, playing with content margins in SkinStudio would not correct it properly, I would guess that the images, start button and overlay are not quite right.
