Did the meaning of "Genius" change?

Playing on Tough as the Yor, started a war with the Korath. The foreign stats screen says they have genius intelligence, yet they have 20 of 22 colonies undefended and haven't produced a warship in the last 20 turns, while continuing to pump out colony ships at an amazing rate.

Perhaps "genius" is being used sarcastically? :D

Are any of there opponents in a position to take there planets any time soon? How many years into the game is it? They only really need a military if somone else has one that threatens them.

I'm next to them, I've had the strongest military since early in the game, and I've been putting the boots to them for a while now.

Besides, it's the freaking Korath. Since when do they not build up their military? It's the first time I've used the "randomize intelligence" option on startup, I thought they must be set to "special".

On tough the AI gets no bonuses over the player I think. I'd give maso a try if I were you should give you more of a challenge.

Yes the AI needs all the bonuses in the world to start to do well...

Are you talking DL, DA, or TA ?

I'd love to know if they've bothered to fix the AIs poor planetary development skills in TA. The only way the AI really beats you is with research and by using all it's bonuses to quick buy ships. I can only imagine how strong a suicidal AI would be if it actually was smart enough to build factories first, or have half decent economy planets. (oh, and not waste all it's time building terraforming improvements)

Dont think they've touched the AI yet in TA. Suicidal Torians did well vs me in beta3b though tbh.

Is the map completely colonized? If so then that's definitely an issue.

That was quite a while ago so I can't remember exactly, but there would have been very few habitable worlds left that didn't require the extreme techs, and none within several sectors of the Korath borders.

They did eventually start producing warships, and decent ones at that, but far too little/too late. Had each of the colonizers produced after the war started been even a mediocre defender, they would probably have slowed my advance enough to make me reconsider.
