Idle - Description and Recommendation
The Idle process is assigned CPU time when no other process requires it, and momentarily powers down the CPU until another process requires it again.
The average computer spends most of its time in this state; even if you are actively using a program, there may be delays for disk or network access that do not require the CPU's attention.
