Hello! I am having a similar problem with CursorFX (Vistax64, running as regular user). I get subsecond freezes positionwise of the cursor (it temporarily sticks). Changing to Windows default and the jerky movement goes away. Seems to affect all the installed cursors. Usually I notice it the most when using certain applications like Internet Explorer and/or Outlook 2007. Using the mouse scroll wheel seems to help start it off (minimizing the window and then it seems gone, use the scroll wheel and it seems to start again). It does not seem to happen in Impulse (as I am writing this).
I am using Icon Packager and Windowblinds as well (KapsulOS).
Wow. . a necro-post live again!
