Disable annoying flashy mouseover animation?

No option in wbconfig

There doesnt appear to be an option in WBConfig to disable that annoying white strip thing when you mouse over things. I'd rather not have to edit it out in every place it occurs in SkinStudio. Is there a way to disable this?
