Freezeing up

Hi all got a problem here every time I install windows blinds it causes my Control Panel to freeze when I need to make a change in it and. also it has caused my Recycle bin from opening I can send things to the bin all it alows me to do is right click it delete what ever is in it but if I made a mistaken delete I would not be aboul to undelete it can some one walk me through fixing this.
