Can creating a fleet trigger an attack?

Well? Drengins were hostile but the moment I formed my first fleet of the game they declared war. An established trigger or mere coincidence?

Coincidence, probably. The Drengin tend to respect military stregnth, but once they become openly hostile, it takes little more than le pet de lapin to get them to attack.
