What would it take to have a setup where you can start all civs at war with each other?

...and more importantly, keep any method of making peace off the table (I'm looking at you UP Vote....) I guess dissolving the UP would fix my underlying problem.

You would need a custom scenario with every race set to Permanently at War with every other race. Have a look at the modding guide for more information.
