Cannot Restore Themes

I have the latest paid version of Plus. I can't restore my backed up Themes. Their names are listed but when I restore, I get a blue blob at bottom with no tabs, programs, icons or anything. Also, no upper dock.

What am I doing wrong. I am using XP Pro SP2

I also lost my saved Themes after an update. Not sure there is anything you can do.
