Changing Super Abilities for races?

I've tried changing the Super Abilities for the races in
Dark Avatar/Data/English/RaceConfig.xml
IE Krynn Consulate
I've tried changing it to
Then starting the game up & a new game.
But the Super Ability doesn't change.
I know I have the right file because I've changed
from 9 to 12 & that has worked
How do I change the races Super Ability & is there anyway to make it selectable in game (Like the custom race)
I don't like playing the Custom race becuase the Custom points don't equal what the other races get (plus there innate bonuses) which I could fix by adding 5-10 points
& the game doesn't react the same way to a custom race (ie the torians hating & mentioning the Drath(?) conquered their homeworld )
