I would add: if you develop a weapon, be ready/willing to use it.

In the real world this relates to the whole cold war arms race, with both the US and USSR piling up nuclear weapons they will never put to use.
In GalCiv II this would mean for example: if you build a powerful fleet, it should be either to use it right away, or to use it as a deterrent against the AI. Otherwise it's just eating your tax money.

I must agree with you 100%. If you have put the time and effort into a weapon or weapon's system you should dam well be useing it. Weather to counter a threat or to go on the offencive youeself.

Why? You get the score anyway. The only weapons I usually use are troop transport. The rest are just there to improve relations and secure a good score. I don't dirty my hands if the AIs can kill each other.

Ah, the score aspect
But still you will have that military to improve relations and prevent the AI's from considering you a sitting duck, so that's what I referred to as "being a deterrent against the AI"

Ibelive the Germans lost because ONE GIANT mistake, they took on Russia before they could consolidate their considerable gains. I have read he should have went to the Middle East for fuel instead of trying for the Russain fields,. and then becoming very indecive.

The quote that is most valuable in all of Sun Tzu's writtings:

"Know your enemy and know yourself and in 1000 battles you will not lose." -Sun Tzu

Coincidently, (or perhaps not) it is also the most difficult to understand and hardest to implement.

I also like "wisdom before courage" -Sun Tzu

Here's something I have learned in my gaming experience (in quote form, of course )

"If even one enemy exists, you are not in control. Crush them swiftly, surely, and without mercy."

if you defend then you are postponing if you attack you are wide open if you are balancing you are postponing while you wipe them out.

unless superior tech means light years ahead, it must be able to mass produce it or else it will be attritioned to death by lower quality, but higher quantity weapons (in reality, the rule of the strongest survive in a tied battle doesn't happen often). Why do you think the Allies bomb German cities? It is to erode its production (factories) and economy (people) so that high end weapons such as Germany superior jet fighters cannot be produced or maintained in significant quantities. Same thing in the game as we take over enemy planets or bombard them to erode their production and economies.
