Differences between Starbase modules

What's the difference between the effects of a Foreign Relations module and a Interstellar Concordium module? One mentions that it's effects apply to adjacient sectors and the other doesn't, so wouldn't that mean that the one that affects the adjacient sectors is better, and so you wouldn't want to build the other?

A starbase can hold an unlimited number of modules so... build both :D

You'd probably build the one whose effects spill over to adjacent sectors first, but there would be no reason not to build the other one if you had the time and resources.
