Allience Question

I've got the allience tech, and i have a friendly race, but i don't know how to issue an allience

Your relationship with that race must be Close.

When you have that level with another race Alliance shows up as an option on the diplomatic screen.

You're welcome. I wondered about that my first game but a few turns after getting the tech my relationship with one of the other civilizations improved to Close and I noticed that the alliance option was available at that point.
