Why won't my icon package theme carry over to all my sub accounts on Vista 32?

Hello, I just wanted to know why is it whenever I change the icon them on my account, the administrator account, this theme doesn’t carry over to the sub accounts on my computer? I know it’s not a matter of memory or horse power so I don’t know what could be the cause. When I check the other sub accounts, my daughter, my wife they don’t have the icons I selected. Instead they get that windows default icon that shows whenever nothing is associated with the icon (it just shows the windows logo). Is this a bug or did I not do something correct? Thank you.
