A weather program

I was wondering if anyone can make a weather program that looks like a radar screen from an airport control tower, showing the weather coming at you, and adjustable for your area?
Something like the N.O.A.A. weather site's radar.

This is the closest thing I know of WWW Link by Will Rose.
You'll need to have DesktopX installed but not necessarily running.
