PScout.exe - Description and Recommendation
PScout is a Xerox application that monitors the network attached printer. It does not need to be running. Microsoft used to disabled this utility due to issues encountered when running on XP. Issues have been reported with this application on Vista as well.
PScout.exe - Uninstall Techniques
Rename the executable.  You can do this by going to TweakVista/Resources/Process List and click on the executable link at the bottom of the page.  Rename the pscout.exe to pscout.exe.org for example.
