Morale +20 when you control the senate divided amongst your colonies??

I noticed that my morale hardly changed when i gained
control of the senate...however i did not notice if
the morale of +20 was divided amongst the colonies by
number..for example i have 10 colonies..does this moral
bonus mean 20 divided by 10= +2 moral bonus for each
colony?
