User accounts + passwords = no unauthorised access,problem solved

Since changing a boot skin requires additional software, AND the other users could change it, I think it would be more beneficial to have a wallpaper setup for this purpose and special restrictive group policies put in place to prevent someone from changing things.

but As Phonn and xscorpx said it could be better if you made some little change.
I don't know your handicap level. but if you can make 2 users accounts on your computer that will solve many of your problems. One for you as administrator level with password and one guest without password.
In an other hand if like i believe as read you, you use a special software to read (with voice) the text for you that could be problematic.

Well i finished them. I said them cause i have made 3 bootskins One exactly like you said and two others with more elements. I explain:
the second i add "Please respect the initial configuration" on bottom right
the 3th i add in more than what i add in 2nd a caution picture on top center.
I send them to you by mail now but i would like to get you approbation to upload them in WC gallery too for others people with the same problems as you. Maybe that could help most people. If you agree with that write it here on comment. If you need something more or to change something let me know here too.

Looks like I might be a little late on this but had a little time today after seeing the original topic this morning. Meaning I missed all the conversation on it. Anyway, here is a quick and dirty bootskin I whipped up. You might find the others more to your liking as it does not have yellow text and so forth.
