(Newbie question)
The terror star eradicates a solar system when attacking. I would like to create a semi-opposite effect. Can it be done? Something on the order of what the Monoliths did in 2010-A Space Odyssey - Increase the PQ of the uninhabited planets in a solar system certain amount.
Additional modules could be added to make the boost even higher and others modules that would create an instant colony with pre-built projects. This would be something that could only be created very late in the game. Certainly not until well after Teraforming and at a very high cost. It could also add a whole new line of techs and lengthen the time to reach godhood.
Thoughts???....
