would like to know how/where to create those great identifying avatars for the "comments" section. can a

All you need is some of graphics/image editor programs. Photoshop, Paint Shop Pro, Paint.NET are just a few examples. You just need to make sure they are 50x50 in size, and in a .jpg format.

Other than that it's up to your imagination.

You would need an animated .gif. Take note they will not work on WinCustomize.

There are several applications to make animated .gifs though. ImageReady, Paint Shop Pro does I believe too.

Paint Shop Pro does I believe too.

Paint Shop Pro X to create images, Animation Shop 3 to create gif.

Gimp 2.2 will create animated gifs.
