Virtural PC 2007 Won't recognize CD OS or ISO OS

I have an AMD X2, with 4GB RAM & 1100GB of disk space. I have a MSDN professional subscription and I am trying to set up a self contained development environment. I've loaded Windows Server 2003 R2 Standard x64 as my host OS, and VPC2K7 x64. I can't get the VPC to recognize the CD drive with a bootable OS installation or any bootable ISO. I've RTFM and done everything documented. I know the CD and disk works, because I've cold booted off of it to check, and the ISO is what I burned the CD from. Any guidence at this point on how to debug this problem is appreciated.
