no pop growth

What makes a colony stop growing?   

homeworld is Era, 2nd colony is Era II

Era II has 6mt/wk food, 82% approval, pop was boosted by citizens from Era to 3.2B now after 20 turns pop is still at 3.2B? Era has maxed out at 15B with additional farm, 3 other colonies also maxed out at 6B.

Why wont EraII grow in pop?

Sounds like it's a low PQ planet, probably about a class four. You can get more people to stay up to your food limit by transporting them in, but it won't grow naturally past a preset point based on the quality of the planet. There's a list of limits around here somewhere and on the wiki.

the manual tells u pop will grow as long as you havnt reached pop limit and approval rating is above 50%.

Yea, it's one of those undocumented things (there's a few).
btw here's the numbers from the wiki. It is only approximations, since the limit seems to fluctuate slightly.
PQ 4 = 2.5 b.
PQ 5 = 4.3 b.
PQ 6 = 6.9 b.
PQ 7 = 10.2 b.
PQ 8 = 14.6 b.
PQ 9 = 20.0 b.
PQ 10 = 26.6 b.
PQ 11 = 34.6 b.
PQ 12 = 43.9 b.
PQ 13 = 54.9 b.
PQ 14 = 67.5 b.
PQ 15 = 81.9 b.
PQ 16 = 98.3 b.
PQ 17+ = 100 b.
