Moving Starbases? WTF?!?

I continued a game (DL not DA) on gigantic size, minors on, and "Unlimited Power" scenario and I saw one of the minor civ's starbases move. Initally i thought i imagined it but during the next turn it moved again. the info screen show 5 movement points. Has this happened to any 1 else?

i havn't heard of this?

Oh in Galciv1 terror stars would sometimes take on the same movement capacity of the ships you fleeted with it.

I saw a screen shot about 6 months or so ago. A freighter on a trade route apparently can still be upgraded to other cargo hull based ships, for example a constructor. This constructor can then be used to build a starbase that will continue to move along the trade route path. AFAIK this only moves at 1 parsec per turn and of course only follows the trade route but this is the only evidence I've heard of moving starbases.
