Spinning, Crazy Map-scrolling

The map scrolls crazily. When I am in city mode that little icon in the upper left that shows the planet spins and rotates like crazy, same for ship. Anything in a window that is rotatable goes absolutely crazy. Has anyone else experienced this? Need some help here.

Planets and ships spinning out of control is most generally due to the use of an Athlon 64 x2 CPU without updated CPU drivers. If this the case with your machine, download and install the AMD Athlon™ 64 X2 Dual Core Processor Driver for Windows XP and Windows Server 2003 Version (x86 and x64 exe) file found at the bottom of this page.

Wait one problem. I use windows XP x64 Professional. Will that be a problem?

The driver says it includes both versions.
