Declaring War

I would love to see a declare war option. I think it would simply add another element to diplomacy.

If your government is not Imperial then you should have to ask your senate first. If they say yes, then the formal declaration of war gets delivered to whoever you declared war on.

This next option may be more complicated but I think all civilizations should be able to have skirmishes with each other without automatically going to war. After all, things get tense and people in the field sometimes lose their heads. However, this doesn't mean that you won't go to war after a skirmish, just not all the time. Basically make it to where you and other civs actually have to declare war. Another thing is that it may not always be easy to get senate approval for war, it could depend on a number of factors, how popular you are, is the opponent percieved as a significant threat, did they attack us first. If this last option is too much then just the ability to delare war would be nice enough. ;)

a simple thing like a "formal war declaration" which requires you to wait 1 turn before attacking vs. a "sneak attack" which is considered an "evil act" would be cool.

i think it would go well with the whole "evil = short term gain, good = short term pain" approach of GalCiv.

the senate thing would also be cool, but probably much harder from an implementation standpoint.
