HELP! Build Queue Says NEVER?

Help! Please! I am stumped.
I am not sure why this starts to happen but when starting off on a planet why will the building structure "Build Queue" sometimes give a build time frame of NEVER.
In these situations it seems the only way to get moving is the BUY the structures which is very expensive.
I know I must be missing something so any help would be greatly appreciated.

Make sure you have some spending allocated to social production. Also look at the center top of the planet details screen, it shows you social production. If that number is zero you need to make some adjustments to your spending. You can also click on the little bullseye looking thing next to the number to (focus)divert some of the production from research/ship building. The only other thing is if you are deep enough in debt the game will shut down all production until you get back to or above -500, but since you mentioned buying the structures I don't think thats your problem.

Initially you may not have the resources on the planet to support a build. If you get that message i would suggest checking your sliders in F4 and make sure the middle slider is not showing zero. If it is not then try forcing the planet to specialise in the correct area by clicking the symbol to force planetary specialisation. That should remove the 'never' time.
That said if you have a huge negative balance the 'never' will return again

Thanks for the input. I have been trying to expand AFAP so my funds do get low.

I will have to make sure I balance them out prpoperly.
