clean re-install

I have been trying to do a clean reinstall. I had loaded some mods (hi-res sharper mini map and the star trek mod) and suddenly I had a lot of CTD's.
I have reloaded 4 times each time deleting all total gaming and GCII files and folders but I still find traces of the mods in the new install (like a Vulcan mini race!) sip designs ect. Oddly enough all my option settings are still the same as before I reinstalled.
What am I doing wrong?
Oh btw
xp home nvidea geforce 7800 amd fx52 2 gig of ram
