Stupid Q: How to "Disable Mega Events?"

I've seen "Disable Mega Events" as a common piece of advice for new players, and tried to follow it... but I can't actually figure out how or where this is done! There doesn't seem to be anything obviously related to events under Options.

It's an option at galaxy creation when you start a new game.
