Cannot rebuild Anti-Matter Power Plant

In my current game last night, I wanted to move the Anti-Matter Power Plant from one tile to another. Do I decommisssioned it. However when I selected the other tile, it did not appear in the list to be built. I loaded a save game a number of turns earlier and this still happened.

I have seen the same problem multiple times. In fact, I didn't even decommission--it was second in the production queue and I cancelled it. I could never build it again.

Do you have the latest patch? Dunno if they fixed it in that patch or not (hope so) but it's an old-ish issue. :-/

I've also seen this happen in some other buildings that you only can have one of on a planet such as the fleet manager or other simular buildings.

This problem has existed since Dark Avatar beta. Its sad that this hasn't been fixed yet.
