Opponents Stats/Points

When I play a non-custom race I get to spend points. When I play another race the first race I played retains the points I spent. If I never touch them does the AI spend those points ramdomely every time or are they just weaker if you've never spent thier points for them?

From previous discussion on this board it's my understanding that the AI will spend those points. Not only that, but even if you've played the race and assigned the points the AI will apparently reassign them to its liking.
