Is there any way to mod out certain special events?

One thing that kind of bugs me is when another species finds an artifact that greatly enhances it's power. I don't really like that, I feel it puts a monkey wrench in the flow of the game (or at least should be towards the end).
I was just playing a game where the Drengin recieved that item, and it was fairly early in the game too.
Is there any way to mod it out?
