Spies

Silly question...

Do I have to place spy's on planets now just to get information / espionage level up with another civ? In the old game I would just invest in espionage on the Foreign Relations screen. To do the same thing now, do I have to place spies on their buildings?

Your espionage spending just produces spies now. To collect intel those spies are placed, and you gain intel on the civ dependent on the number of spies on their worlds and the length of time they spend there. It's a bit more interactive than the DL system, and makes intelligence gathering far more focussed.

So having them sitting around drinking Martini's and discussing Fall Fashion at the spaceport in my homeworld is serving no purpose

Aside from the fact that recreation is its own purpose and a fine reason to be alive, keeping a core of spies at home means you have some options for when spies are placed on your worlds or you suddenly gain an unexpected enemy.

And if you dump a lot of spies on an enemy at once, your intelligence level on them raises pretty fast.
