How to change govt.

Title says it all. I have researched all but the star federation governments. I got the option to change when I first researched each level of government. However after that I cannot figure out how to change to something else. I know I am probably overlooking something simple, but it just annoying to be stuck with the same govt now.

1. Click the Civilization Manager icon.
2. Click Government & Ethics tab.
3. Click Change Government button; bottom left.

If there has been a United Planet vote to force all empires to operate under a specific government like IMPERIAL for 3 years or so, then during that period of time you will not be able to change your form of government.

Don't be shy to post such questions. I'm always finding new screens, hotkeys, or other game components/strategies I'd not seen or overlooked.

Some seem to find this a problem or misfeature of GalCiv2, but, y'know, I like the "murkiness" of the UI. Its fun to find new mechanisms or screens, hidden or obscure things in the game . . . . get that warm fuzzy from "Whoa, that's a useful window".

Well I had overlooked the button. It had a litle graph on it, and I thought, "Oh that must bring up the window where you see the graphs for military, industry, etc." Thus I looked and clicked on every other button.

I'm still learning alot, since I only picked the game up a few days ago. So far my playstyle is pretty unsubtle. In the lines of, me smash, me win.
