Planet Improvement Upgrade cost bugs

I'm having a problem with upgrading costs of buildings on a couple of my planets. I'm playing Krynn on super slow tech. Eg: upgrading an advanced market center to a banking center can cost less than upgrading from a trade center to banking center depending on the planet and where the tile is located. Also upgrading factories has the same screwey results, seemingly randomly costing more for upgrading a factory to an enhanced factory/manuf. center than upgrading a basic factory to an enhanced factory/manuf. center. Here's a non modded savegame worked with extra cheese to play around with. Check out Geta II in the upper right and Vitellus V in the bottom right.

Edit: On closer inspection of the tiles it appears the farthest right column tiles appear minorly bugged when upgrading tiles.

To me it seems that the upgrade (or perhaps more accurately buying) bug works like this:

- Any improvement bought straight costs the full price of the improvement. No cost reductions for upgrading from older building of the same type, no cost reductions for Super Hive etc.

- Improvements on build queue can be bought on the correct price.

For example upgrading Adv. Market Center to Stock Market costs 1158bc if the upgrade is not put to queue first. From queue it costs 750bc. Buying Stock Market to empty square costs 1158bc in both ways.

I'm having a problem with upgrading costs of buildings on a couple of my planets.

After I upgraded to 1.5x.59 patch I too noticed some veirdness. In previous games upgrade costs for Advanced Market to Trade Center were 11-12BC. Now I'm seeing everything form 11BC to 45BC.

Also times to completition are completely wrong most of the time.

I wonder if someone over at Stardock shouldn't go through and look at:

- The econ and production code (how much research, military production, social production are produced by the various improvement combinations, and how much tax is produced by different population and improvement combinations). In my experience, some of this is a little screwing.

- Where the displayed build/upgrade times for ships and improvements are coming from. I'm starting to wonder if, after all the changes that have been made to the game (asteroids, new improvements, etc.) the displayed build/upgrade times are not calculated using the same formulas as the game itself uses.

And I thought the weird numbers were just in my head.
What gives with all of this? I had no issues prior to patching... now patched I've got more bugs than the Amazon during rain season. Come on guys, please get these issues resolved, okay?

Noticed that yesterday when I was moving the production sliders to have just enough research or military to finish current project in 1 week - unfortunately couple of times I didn't finish in that promised 1 week. That's really annoying to notice that you've practically missed one week's research or military production for one planet.

I was just messing around with building and upgrading improvements and I can say that it's a little bit squirrelly. Often the "build time" "upgrade time" displayed in the box that shows your current project does not match the time next to "current project" listing in the build queue on the bottom right of the planet screen. Also, the total build time for multiple queued projects does not add up clearly. I'll post a more detailed analysis when I get a chance to crunch the numbers a little better.

DA game 1.5x.59 patch.

I'm upgrading Enhanced Factories on conquered Thalla to Manufacturing Centers. Each and every upgrade of ~10 factories costs me exactly 150BC, the same price I'd pay for a new one. Is that connected to the fact Thallans build their factories for 1/4 price?
