Scaleable windows

Hi, I remember reading that it is possible to scale certain windows down (resize them) but keep the whole page in view.

Can someone tell me if this is possible please !? ...and if so, which application do I need !?

I only see that option as tiles ,even set as large as they would go I see no reason to use them(1360x1020)

The fact you can still interact with the window is just a novelty I've wanted to try.
