Can you influence flip a minor race or a major race home planet to your side?

I have succeeded in influencing the major races' member planets through influence starbases stationed near by, or basically because of my influence strength.... But never ever have I influenced their capital/home planet, or a minor race home planet to rebel and flip to my side.

I can understand that a minor race with a single planet could defect by influence of another civ, but I just think that it would be a joke that the capital planet would defect to another civ without a fight. But that's only gonna make the game more challenging, if your home planet is being influenced by another civ with its influence starbase, and it's inhabitants are becoming restless to join the influencial civ, and you're not strong enough to attack this civ, you must then just make your population happy, build your own influence starbase or build the re-education centre, or move your capital planet to another planet...

But is it possible? Have you seen this before? I haven't...

Minors are immune to culture-flipping.

You can flip a major races homeworld. I did it to three of them in my last game.

Major yes. Minor never. In GCII anyway.
