My Toon XP Docks won't stay

I have the Toon XP theme and the docks go away with every restart. How do I make them be there on restart> I can't find it and there is no option to do anything but close on the right click.

If you right click the dock when it is running, do you get a menu?

No not on these I don't. I do on the others I have used.
