Limits on trade / diplomacy

From the DA Beta 2 journal:

+ When a trade between players is enacted, AI player won't see any player for 8 more weeks (any player not just human). This should dramatically change the way trade occurs between players. Previously, the AI traded techs like crazy.

If I understand this correctly, I'm concerned about the possibility of cheese. Couldn't I simply go to a civ every eight weeks and give them 1 BC or some minor tech, thereby preventing them from talking with anyone else for the entire game?

Also, since treaties such as cease fires take place in the trade screen, the player could be prevented from ending a war (or convincing friends to help him out in one) because another AI civ already traded some minor tech with the civ in question.

I'm okay with the idea of slowing down trade. I also don't have a problem with not allowing the player to talk to a civ every turn. I am concerned about not being allowed to speak with a civ because someone else already has.

I had interpreted the journal as meaning if you talked to a specific race, it wouldn't talk to you again for another 8 weeks. Since the last patch, the only times I've not had an opportunity to speak with a race is if it's been within a few weeks of my last negotiation with them.

I thought about the same thing but I think it simply has been badly worded in the beta log.

I find that the AI seems to be far more technologically advanced when i select the option for 'no tech trading'.

When tech trading is enabled, i find i can end up significantly in front of the AI technologically.

Even when i played a game and i had two starting planets with a 700 tech bonus - i thought i would kick the AI's ass... tech trading was dissalowed but to my suprise, the AI researched everything when i was 3/4 way through!!!

The morol of the story is, that slowing the rate at which the AI trades technology is kind of irrelevant since individually, it researches so increadibly fast.

Well NO. It don't work like that. You're preventing them from trading with you, and they are free to talk to everyone else still and trade if they want. Each race has an 8 week window with every other race.
