How do get IE to open in a *new* window instead of changing my existing window?

How do get IE to open in a *new* window instead of changing my existing window?

i.e. I will have IE open to my Stardock forum page. I click my icon for hotmail... and Stardock forum page changes to my hotmail page.... I need hotmail to open in a *new* window..

If this is a Zoomer Dock, right-click it and select Dock Settings > then select the General Tab > select Advanced Options > Make sure there is NO check under the option stating "When shortcut is run, if program is already running bring it to the foreground only" > click Ok.

If that doesn't work, open IE and go to Tools > advanced tab > uncheck the option stating to "Reuse Windows for launching shortcuts" > click ok.

Note: The latter is an option on IE7...I forgot the actual option on IE6, but it should be similiar to that.

If you don't want to change that option, you can also right click the dock icon, and select "Open" from the menu.
