Mystery starbases

This isn't really a bug but it bothers me that once a starbase is built to mine a resource the icon simply says "Mining Starbase" rather than detailing just what is being mined. Then I have to scroll in, check the color of the icon and try and remember what yellow or blue stands for... bleah.

In another thread I think someone posted about creating tool tip that would pop up over a starbase to give you its vitals. I think that would help a lot of players out in this sort of situation.

Rename it to whatever you want. That's what I do.
