Windows Blinds 4.4 - Installation Problem

Hi,
One of my friends recommended me Windows Blinds.
I just installed a shareware copy today and found that it is not working for any accounts other than those with Administrative Previleges (Administrator). I usually login as a much less previleged account (Power User).
I'm using Windows 2000 (SP4).
Am I missing something or this is a known problem and would work with administrator accounts only?
Any help would be highly appreciated.
