Is it possible to have a tabbed dock located at the top of the screen, but have the actualy tabs at the TOP instead of the bottom? Every time I try that the tabs always snap to the bottom of the dock.

sorry but no its not ; if a tabbed dock is docked to one edge of the screen so it will autohide, the tabs will always be on the opposite side

Does the answer change if the tabbed dock is NOT set for autohide? I typically do not use autohide. Just want a tabbed dock on the side of the screen, tabs next to the screen edge. I think it looks cleaner that way.

Open Object Dock tabbed dock config, Positioning, set Show dock as drawer, set to say right. Drag dock off edge, uncheck show dock as drawer, drag dock to left edge of screen, stopping just short of edge will leave tabs on screen side. If you go to far they will move away from screen edge, pulling it back a little will move them back to screen edge.
