I can not make a char?

I can make an empire but can not make a char............any ideas? i click on edit my char. and it has 3 blank spaces. I have not found anything that says create char.

Strange... there should be an option right there on page with three blanks to create characters (can't check it myself as I've already got three and you can't delete them once you make them).
