RightClick Menu Problem

I have XP Pro. when i am looking at the screen without anything running (other than (Right click) which is minimized, I can "right click" on the screen and get shortcuts to command and web pages. But instead of getting the dropdown type menu (rectangle) what i get is a bar about 1/2 inch wide that runs across the screen and shows those commands, etc. and it also raps off the screen. I can go in a look at the available "skins" and click on it but it then continues to show the long line not the skin menu.

Can you upload a screen shot of this - I think i've seen this before but would be easier if you showed everyone what was happening.
