When open IP config, on right, the Include list, do you have control panel checked.
I just downloaded and installed Buuf icon set and all control panel icons applied for me.
For the desktop icon, if you mean show desktop on quick launch, most authors do not assign icon to it. From IP config, View, Package Builder, open Buuf ( browse for it in IP themes folder ), scroll down to quick launch icons, right click show desktop, change icon, browse for Buuf, desktop is icon 44 for this set, select it, save set, reapply.

Also, IP 3.1 is needed to apply the extra control panel icons.

He wants to do this WITHOUT icon packager...

And as far as I know, its only possible if you reshack the .dll file that contains the icons. It is in the System32 folder I think.. but I can't remember the name, sorry .

Shell32.dll pops into my head, but that may not be it.

Be careful if you reshack stuff like this >_>.
