Ever been attacked, but no war declared as a result?

I had just finished off the Drengin, was minding my own buisness just swallowing up a few more various worlds through influence, and the Iconians invade one of my worlds.
Hmmm... I thought. They want a war? Tiny little Iconia? They were already at war with the Yor, and no declaration of war on me had been made. It was a suprise attack.
So after the attack I went into the Treaties screen. There was no red line of war between Iconia and myself.
Strange that I can get attacked with no war resulting.
So, I wait a couple turns and nothing more happens.
So I am still minding my own buisness, quietly swallowing up a few more planets with influence.
