Themes vs. Visual Styles

I did my homework searching in the forum about this, but I couldn't find the answer.

It's been some time since I've enjoyed Windowblinds, iconpackager, etc. but somehow up until now I realized that it's not really clear for me the difference between a Theme and a visual style.
Anyone who can point me on this?

A theme changes everything! That means that a theme changes startpanel (at the bottom), windows and icons. But a visual style changes only windows and the startpanel.
