Starbase upgrading to Harmony Crystals?

I loaded up the game I was playing last night, and on one of my planets I noticed that the Starbase was being upgraded to The Harmony Crystals. Strange, no?

You mean the starport? And are you sure you didn't accidentally set it yourself, or that the AI hadn't done it and you captured the planet (you can freely upgrade any normal building into any other)?
